There is a bug in tcsh (or maybe resolver) - it try to
resolve empty string and hungs for 2-3 minutes if no root
name servers accessible.

You can test this with simple program:
main() {
	gethostbyname("");
}
This program hangs on 2.0 but normally works on 1.1 for example
