I'm no expert, but since noone else answered..what the heck..

My first guess would be something is wrong with the
"Content-type" header. I haven't tried all the permutations,
but I think it might be case-sensative. Is it the same
as that produced by the sh and csh scripts?

I'm using CERN-3.0 from the 2.0.5 packages directory, and
I have sort of the opposite problem... I can get C scripts
to run just fine, but shell scripts fail with an "execve()"
error.

Life can be a bummer!
