I've solved my problem. I have two cards in the machine an Intel Express and
a WD8013. By removing the Intel Card and also disabling sio1 (because the
WD8013 is configured for irq 3) everything booted nicely, and ftp is
currently sucking down release 2.0.5.

Whilst the problem might be one of the hardware problems mentioned, I was
getting this error on a router of mine on a coax Network (yes, Coax - you
remember, With the T-Pieces ? ;) When the coax segment wasn't closed
(someone stepped on one of the T-pieces and jarred it loosed.. You might
wanna check the integrity of the cables..
