Usually, filsystems are tuned so that they reserve a number of blocks
for superuser use (about 10%, usually.)

That is your missing part.

man tunefs(8) (at least, I seem to remember tunefs is in chapter 8)

P.S: the rationale is that superuser should be able to maintain the
system even when the filesystem should happen to be full.
