For fax/voice mail, I use mgetty+sendfax . I can pickup my phone messages remote using a phone, check my mail, or voice spool. Boot my machine remotely by calling my system and telling it too. If you like you can retrieve rah.star-gate.com:/pub/Voice.FAQ for info on how to build mgetty+sendfax. I am pretty sure that FreeBSD, NetBSD or Linux will be able to meet your requirements.
