As opposed to Microsoft, who anounces things like they are releases, when in actuality, they're barely limping along in prototype form in Bill Gates' imagination? :-) Actually, I think the SMP stuff is going to go in the standard kernel distribution soon. The Linux C library is now optionally multithreaded from what I have read, so this stuff does exist. Anyone who has the real need for SMP right now can probably handle setting it up under Linux.
