Hello again!

I am having some very STRANGE problems with users trying to change
passwords.  It works fine if the SuperUser tries to change it, but the
user can not change it on their own.  Take a look:

cellini$ passwd
Changing local password for davidp.
Old password:
New password:
Retype new password:
passwd: updating passwd database
passwd: password changed elsewhere.  no changes made
cellini$ su
Password:
cellini# passwd davidp
Changing local password for davidp.
New password:
Retype new password:
passwd: updating passwd database
passwd: done
cellini#

Does anyone know what the message 'password changed elsewhere.  no changes
made' would be caused by?  I am baffled.
