Looking at some of the directories, it seems FreeBSD configures
the keyboard via a keymap file (similar to SCO). I modified one
of the files on /usr/share/syscons/keymaps and added a line of
the form:

   /usr/sbin/kbdcontrol -l /usr/share/syscons/keymaps/mykeys

to my .profile. This seems to work fine. I am posting it in case
someone else is looking for similar functionality. If anyone can
think of another solution that doesn't require external keymap
files, please post it.

Thanks,
