Yes, it really depends.  Soviet models have been reputed to be the best,
with Yugoslav and German Democrat Republic models sharing the close second.
Romanian models have field proven to be the worst.

Is that because it was pretty bad to start with, or because it had about
five movable parts, inclusive the trigger?

M-16 device is supposed to be better at longer distances, but on short
range I would still prefer the AK-47.  A short burst normally hits, at least
once, and even one packet carries sufficient information to the target.
Furthermore, the wooden casing can prove extremely useful to deliver info
even when the power fails/is out.  Naturally, a physical contact is
neccessary.
