From my experience dealing with schools, I'm lucky I even $ connect above 300 baud. well, i get 14.4 since i don't own a 28.8 modem (there are 32 28.8 lines, 63 14.4 ones at this U). the nearest university doesn't do more than 9600, i think (and they don't do slip/ppp...but that may have changed). we do better than the two other universities in this state, afaik. i generally get no problems. the terminal server doesn't do t/tcp, though.
