I don't think any of the console drivers does support it yet.  I once
considered implementing it into the pcvt driver, but eventually left
this exercise to somebody else. :)

However, if you're running XFree86, it has rudimentary compose
character support.  You have to tweak your XF86Config file in order to
assign some `Compose' key (e.g. use the ScrollLock key for it).
