I just setup a box to do that.  Here's what I did.

/etc/ppp/options:

crtscts                 # Hardware flow control
netmask 255.255.255.0   # netmask (not required)
domain sri.MT.net       # Our Domain
passive                 # wait for LCP
modem                   # modem line
proxyarp                # Arp for these guys
lock                    # User modem lock lines
asyncmap 0              # 8-bit clean line
-detach                 # Don't detach if the serial line is specified

login line out of /etc/passwd:

Using these lines I'm able to do hard-coded logins to my box.  If a site
needs to have it's IP address given out of a pool, you'll need something
different.
