It's not necessary.  Everything on a Hercules is fixed.

Actually, the Modes and ViewPort lines are obsolete, too.  All you
need is an (empty) Subsection "Display".

David, perhaps we could place a hint for plain old Hercules in the
file xc/programs/Xserver/hw/xfree86/XF86Conf.cpp?
