If the version of tia on the platform they offer tia access does PPP
emulation you can.  Otherwise you would have to attach with SLIP.

In either event, PING and TRACEROUTE will not work because TIA does
not pass ICMP packets.  Also, you will not have a true IP address of
your own while connected - so no one will be able to connect into you.
