I find myself very low on /dev/time ;-) That is why I did not look into
netpbm yet, BUT I have done it for the older pbmplus. Ppmtotiff is also
part of pbmplus. Please, try to fetch pbmplus via anonymous ftp (e.g.
from ftp.x.org) and take my patches from:

node boss1.physik.uni-bonn.de (anonymous ftp)
directory pub/NetBSD/elchware/X11
file pbmplus10dec91-NetBSD-patches.tar.gz

Additionally you will find pbmnorm.tar.gz, pbmtodot.tar.gz and other stuff
(start at pub/NetBSD/elchware...).

You can use  finger elch@boss1.physik.uni-bonn.de  to get a current list.
