When I enter the "halt" or "reboot" command, the
machine (Pentium with IDE drive) will sync then
shut down the syslogger then will just hang.
Sometimes the message is printed "in tight loop - press 
cntrl-alt-del".

Is this the way things are??

Can I build a new kernel with something special set so
that reboot and halt work nicely?
