Are you trying to do this from inetd.conf? The first time, I tried this, I 
entered the above, exact same parameters into inetd.conf. It didn't work. 
I think entering:

   log transfers guest,real inbound,outbound

into the ftpaccess file did the trick. Xferlog was created automatically in 
/var/log/xferlog after that. Good luck.
