tell me, can you perform the following test....
dd if=/etc/hosts of=/dev/rst0 bs=64k
dd if=/dev/rst0 of=/tmp/xxx bs=64k
what size is the resulting file /tmp/xxxx?
(what size is the original?)
what does dd say?
what does 'mt -f /dev/rst0 status' say?

Possibly but not probably.. (if it is it'd be a driver problem
rather than a h/w problem I think..)
