Yes, it's called cdplay and it comes with the base OS (it does in 2.0.5
and up, at least -- you didn't say what version of FreeBSD you have).

Look for /usr/sbin/cdplay or do a 'man cdplay' for details.

You did install the man pages, didn't you?
