So in that case why was it re-organised?

I started running Linux in August 1993 and I can assure you that the
directory structure on many of the early distributions was a complete
shambles with links all over the place and no consistency at all between
distributions (often not even between different versions from the same
distributor). And of course the memorable line from one of the installation
programs "Creating 509 symbolic links, please be patient".

What precisely is your experience of validating these claims? If you have any 
hard data, please post it here as I'm sure a lot of people would be interested.
I'm also curious as to how you know what systems people are running. Have you
mailed everyone who's contributed to this discussion and asked them?

I'm assuming, of course, that you're not indulging in "complete speculation"
yourself here.
