From the man page:

Pwd_mkdb creates dbopen(3) style secure and insecure databases
for the specified file. These databases are then installed into
/etc/spwd.db and /etc/pwd.db respectively. The file is installed
     into /etc/master.passwd.

Does this mean the /etc/spwd.db and /etc/pwd.db files are created
*from* whatever is in /etc/master.passwd? That sure doesn't seem to
be the case.

I'm trying to generate a bunch of entries on my own from a file, but
doing a `pwd_mkdb /etc/master.passwd` after creating a valid
/etc/master.passwd only has the effect of nuking my changes to
/etc/master.passwd.

Any thoughts on the matter?
