It turns out to be a media error on the disk (though 
MS-DOG's chkdisk didn't catch it).  I made a fresh boot
disk and it worked just fine.

However....(you knew there had to be a however, right? )...
an FTP install of 2.1R went smoothly and upon trying to
reboot, I'm confronted with:

DISK NOT READY

please insert floppy in drive A (or somesuch)

During the install I chose the easy boot option.  Did
I miss something?  There were no error messages during
the install (installed the "Developer" dist).

Sigh...
