In fact it's almost the opposite: Linux - kernel is controlled by the benevolent dictator - Linus. We agree that his take on the kernel is the "official" one. No one has really tried to release a different "official" kernel. Apps are wide open to anyone who wants to contribute. FreeBSD - Anyone can get the CVS tree. Anyone can make changes to their personal tree. (I'm unclear here) only a limited number of people can commit changes back to the original tree. As with Linux apps are wide open.
