FWIW, I've got ipfw running in a production gateway system on 486/66
running FreeBSD 2.1, so you should be able to get it working.

Yikes.  I suspect the problem has been fixed in 2.1 since I'm not seeing
anythin of the sort on my system and it's been running for months now with
-stable running on it.
