I don't think it's a matter of a 'anonymous' account in your password
file but in setting up the ftp account properly. People aren't
logging in (telnet/rlogin) to get files, they're using ftp which
connects to a ftp port and handles the negotiation with ftp instead of
'login'
cd ~ftp
and look at how that's setup and there should be a passwd file in
there that allows the ftp anonymous usage. Try man ftp
and man ftpd (I'm not on a FReeBSD system at the moment so can't
tell you exactly what to do.)
I can tell you that you must have a ftp account in /etc/master.passwd
but it should have a password that only the system adminstrator knows.
