I had this problem trying to use C-C in emacs. NCSA Telnet by default maps C-C and a couple other Control codes to Interrupt, Suspend, and Resume. You can clear these remappings from the Session:Setup Keys... menu option, or from the Preferences:Sessions setup screen. Just clear the boxes, and Control Codes work as normal. -Ryan
