Hope you all can spare me a little help.

I have a machine at work which tells me that all the
telnet ports are in use when more than one person tries to telnet
to it.
Have looked all over and can't find an answer.
The machine is running FreeBSD 2.0 on an old 486-33.

Thanks for any help.
