Oh, you mean you have a modem (in the computer) that picks up
the phone.

The easiest way is to not enable a getty on the port that the
modem is on.  This will prevent it from raising DTR (which is
only raised when the port is open), and if the modem is set up
correctly then it won't answer the phone without DTR asserted.

If you want to allow dialin to your system from outside, you
just don't want the modem picking up for 8 or 10 rings or
whatever, then you need to change the modem settings.

You can also disable autoanswer on the modem instead of making
it obey DTR and not starting a getty.
