Not really necessary.  You need at least 5 MB RAM in order to install
(by now), but once it's installed, i know of Martin Welk who's running
a FreeBSD router with 3 MB, and i've even got the kernel to boot
within 1920 KB (though it ain't actually an operable system).

A simple packet-forwarder doesn't require much resources, almost
everything is done inside the kernel.

Never trust an operating system you don't have sources for. ;-)
