Not necessarily, I seem to remember that I have dumped to the raw
floppy device before, in that case you don't need to make a filesystem
and you don't need to mount the floppy,

ie
fdformat -f 1440 ### Note that there is 1720 mode which also worked for me
dump 0uf /dev/rfd0.1440

Dump will prompt you to change floppies whenever needed.
