Not everyone agrees on what's the best way to write an OS. Everything is
a tradeoff, and depending on the qualities you are looking for in an
operating system, and your hardware configuration, there may be different
"best" ways to do things.
I remember when a friend of mine told me that NetBSD was "slow by
choice". If you think about it for a minute, then that makes a lot of
sense.
