FreeBSD 2.1 requires at least 5Meg of RAM (the CD box says 8Meg). If you have only 4 Meg, you can try remapping the video and adapter memory regions (on some systems you can get most of that lost 384K back) and that might be enough to get started. Or borrow some RAM from a machine until you have installed. Then you can use a smaller kernel and 4Meg will work (but will be slow).
