You have two ways to fix it.
1- change the enviroment variables XKEYSYMDB and XNLSPATH
2- create a link to X11R6 in /usr named X11.

The default path to the necessary files in netscape is /usr/X11/...whatever, so if you create a link to X11R6 named X11 in
/usr Netscape will work without problems. I did that and it worked
