If you upgrade to a new kernel, you *must* also get the new 'config' which exists in /usr/src/usr.sbin/config. Re-compile and re-install it. Newer versions of config(8) are almost always necessary when you upgrade your kernel sources. Why this isn't in the kernel tree has been subject to *much* debate.
