Are you sure of the name, it's called nnrp.access on my system i.e.
the list of hosts that are allowed to access nnrpd (news reading, posting)

The header of the file clearly says name or IP, I have tried it with
both name and IP and it works. Set the news logging up to the notice
level and monitor the file it logs to for nnrpd access when someone tries 
access news, it will give you a clue as to what's wrong.
