Yes, they are(with a few caveats).  We switched to BSD based Terminal
Servers about 1 month ago.  It took us about two weeks to get everything
ironed out, namely making sure the modems were setup correctly and 
choosing async cards(we chose Cyclades 16y's by the way).  We've found
some strange bug lurking that causes periodic resets, but that occurs on
other machines under load as well.  That one problem aside(we may have
it fixed), the BSD box has performed well.  We've got a 32-port intelligent
Terminal Server running at a cost of under $1500.

Just a little plug here:  The Cyclom board (16y specifically) is great!
Not a single problem out of the thing, and the company was _very_
receptive to the one technical call we made(we asked them about drivers).
The stock driver works great!

As I said we _HAD_ a "real" terminal server.  It didn't work out for us.
