This most likely termination problem:
check you have descriptions for each device on the bus, then:

a) look at ontroller setting - does it provide termination?
b) other devices (if any) - do they have termination enabled?
 (for it looks like either you have no termination or two devices with
terminators enabled at once - produces exactly that error)
c) where termination power is taken from by each device? check it can get it.
