There is a DHCP server & client package which is described as running
on FreeBSD 1.1.5. I have not tried it myself, just going from the
README file. Some tweaking might be necessary for more recent versions
of FreeBSD. The code is at:

The current version is dhcp-1_3beta_tar.gz (no US mirror AFAIK).
