If you run X, you might like to check out xcdplayer (from ports) - my NEC 2X drive behaves similarly with the command-line cdplay (drive is plainly recognised, but just won't play) but it works fine with xcdplayer. My suspicion is that my drive (which is quite old) is not quite standard in its implementation of the SCSI audio command set - though I don't have any real evidence to prove this. Certainly in the early days of CD-ROM drives there was a lack of standardisation of the audio commands.
