I had to use FTP from one of my local machines. I found that the Walnut Creek CDROM may be the problem and/or the way BSD looks for paths while FTPing. For example, the BIN files are located in X:\DISTS\BIN directory of the CDROM. The installation utility looks for them at X:\BIN directory, and will apparantly not look anywhere else using FTP.
