right here I have a difference.  (I also did not have a term.rb)

host$ /bin/sh
$ TERM=rb; export TERM
$ TERMCAP=$HOME/term.rb; export TERMCAP
$ /usr/local/bin/clear
'rb': Unknown terminal type.
$ /usr/bin/clear
unknown terminal "rb"
$ ^D

at the moment, I have no idea what /usr/local/bin/clear is doing there.

thanks to those who also warned that pdksh might not be expanding
the leading ~ -- it does.  I should've used $HOME instead to avoid
that possibility.

I seem to remember the BSDI machines shipped with source -- I'll have
to find out if it's anywhere on the filesystem I'm using (or I could
just search for tput.c ...)
