Yes indeed they are. Putting the I/O address and interrupt used by
your disk controller into a file doesn't do you much good when you
need to initialise your disk controller to access the file. The
same goes for network cards, because otherwise you can't run a
diskless workstation.

Why don't you just temporarially change the port and IRQ on your
Ethernet card?
