Both PPP implementations speak CHAP ([kernel] pppd, and (IIJ) ppp).

I'm not sure, it's possible that the [kernel] pppd implementation that
has been shipping with the last official didn't speak CHAP.  Since
you're going to dial out, the other one (ppp) is probably better
suited anyway.  RTFM ppp(8), and have a look at the example files
under /etc/ppp.
