This login banner is generated by getty(8), using instructions from
gettytab(5).  If you look in /etc/gettytab, the `default' entry has an
`im' field to set the login banner.  You should be able to change that
as you wish (I don't offhand know what, if any, limits exist on the
length of `im', but you've got the source to getty if you need to change
it. ;-)
