I had used the default font path for Xconfig.sample which references a font directory that doesn't exist in the binary distribution for 386BSD (/usr/X386/lib/fonts/Speedo). The X server won't set the font path if the default font path contains a directory that doesn't exist. If it doesn't set an initial font path it can't find any fonts and refuses to work.
