I use psnup, and I'm happy with it.
It's part of a suite with psbook and other, it's public software of 
course but I don't have teh reference right now

$ psnup --help
psnup release 1 patchlevel 12
Usage: psnup [-q] [-wwidth] [-hheight] [-ppaper] [-l] [-r] [-c] [-f] 
[-mmargin] [-bborder] [-dlwidth] [-sscale] [-nup] [infile [outfile]]
