the file is in 

rabbit:/home/shanee> ll /sys/compile/RABBIT/opt_sysvipc.h
-rw-r--r--  1 root  bin  54  2 Mär 17:13 /sys/compile/RABBIT/opt_sysvipc.

but you need the newer ´config´ ti generate it

rabbit:/home/shanee> ll /usr/sbin/config
-r-xr-xr-x  1 bin  bin  65536  2 Mär 16:39 /usr/sbin/config*

I send you a copy from -current via mail ...
