Did you remove the line
	pseudo-device	gzip		# Exec gzipped a.out's

from your config file.  I think that is the problem.

putte:~> file /stand/sysinstall
/stand/sysinstall: gzip compressed data - deflate method , last modified: Sat Nov 18 21:38:19 1995 , max compression os: Unix

As you can see sysinstall is compressed.
