Of course, it is not, and it should not. mountdtab is intended to keep track of client-side mount requests that were active at the time when the server was shut down (or crashed). So removing it at reboot would be an error. However, when starting mountd for the first time (or restarting it when there was never an active mount request at all), there is no mountdtab yet. Of course, this is _not_ an error.
