One method that has worked for me is as follows:

a) Use DOS FDISK to create two partitions: A primary DOS partition
   (this partition will be used for DOS) and a secondary partition
   (this will be used for BSD).

b) Using a disk editor - e.g. Norton utilities - change the Master
   Boot record at cylinder 0, side 0, sector 1. You must change the
   byte that indicates "Extended DOS partition" from 05 hex to A5 hex.
   This byte is at offset 450, 466, 482 or 498 - most likely, it is at
   offset 466.

c) Boot the "Tiny BSD" diskette and run install. Install should detect
   the partition type A5 as a BSD partition, and install itself in this
   partition.

It worked for me, and I have heard from others that it worked for them
also.
